The short answer, due to Google dominance as a 'search engine" they can change rules as they like.
What happened was there was a few scammers pretending to be Legitimate Business (Like Ours), So what google did was to block the whole industry. "Keywords like: Computer Repair" (as an example) are blocked, As it is easier to do this then finding and removing the 'Scammers" one by one
Google 18 Months ago promised a "verification system" , So business could prove there "real" and NOT "scammers", As of September 2019 this still has not happened.
